About the Alliance
Neutral infrastructure for the rehabilitation workforce.
The International Rehabilitation Workforce Alliance is an India-founded, member-governed alliance that federates the colleges, employers, clinicians, researchers and students of the rehabilitation field around one standard, one clinical home and one shared commons — so that every child is served by a workforce worthy of them.
01 Why the Alliance exists
Rehabilitation is a global workforce emergency.
The World Health Organization estimates that 2.4 billion people live with a condition that would benefit from rehabilitation, and that more than 70% of that need goes unmet — for want not of compassion but of a trained, consistent, recognised workforce. The field has had no shared standard of competence, no common clinical home in which to train, and no governed commons in which to learn from one another.
IRWFA was convened to supply that connective infrastructure — to turn a fragmented profession into one that can be trained to a standard, measured, and grown at population scale.
02 How it is built — the 3 + 3
Three Councils power it; three Classes carry it.
A single flywheel: institutions train students, students earn supervised practicum across the field's largest clinical estate, industry hires the standard-trained graduates, and the whole loop is held to a common competency standard.
- The three Councils — the engine — Academic, Clinical and Research: they set the curriculum standard, govern the practicum and supervision, and steward the evidence commons.
- The three Classes — the constituency — Industry, Institutions and Students: the members who bring demand, training capacity and talent. Government & institutional partners and allies & families complete the circle.
- Membership is of standing character — equal rights and dignity within a class, with no precedence by date of admission. Membership is free in the establishment period.
03 Independent by design
Built as public-interest infrastructure, not a vendor front.
IRWFA is registered as a Section 8 not-for-profit company, governed with an independent Patron-President, an independent-majority Board, and a conflict-of-interest firewall that separates the Alliance's standard-setting from the commercial interests of any single member — including its own Anchor.
It complements the Rehabilitation Council of India and does not supplant it. The RCI is the statutory regulator under the RCI Act 1992; IRWFA claims no authority reserved to it, aligns with the RCI's October-2025 reforms, and seeks recognition and partnership. The Alliance is not a regulator; its own recognitions are in process.
Children and their data come first. The Alliance and its members operate to the highest child-safeguarding expectations, and personal data is handled under India's Digital Personal Data Protection Act, 2023.
04 The Anchor & the Secretariat
Anchored on a regulator-licensed standard.
The Alliance's Anchor Institution & Secretariat is Bharath Healthcare Laboratories Private Limited (BHCL), which operates Pinnacle Blooms Network® — India's largest autism and developmental-therapy network. Its platform, PinnacleAI GPT-OS®, is classified by the CDSCO as a Class B Software as a Medical Device and manufactured under a Telangana MD-5 manufacturing licence under the Medical Devices Rules, 2017, with ISO 13485:2016 and ISO/IEC 27001:2022.

The Anchor convened the Convening Coalition and chairs the SAṄRACHANĀ architecting consortium during the establishment period. AbilityScore®, the Anchor's developmental measure, is validated at r = 0.91 (ICC 0.88) against Vineland-3, CARS-2, Bayley-4 and ABAS-3.
